On September 13, 2011, Puget Sound Energy, Inc. (PSE) filed with the Commission a 
Petition for Declaratory Order interpreting RCW 19.285.040(2)(h), the provision of Washington's Energy Independence Act, Chapter 19.285 RCW providing extra credits for use of apprentice labor.
Pursuant to RCW 34.05.240 and WAC 480-07-930, the Commission gives notice of PSE's Petition to all persons required by law and such other persons as deemed appropriate. The Commission also by this notice invites interested persons to submit a statement of fact and law on the issues raised by the Petition.
Interested persons who desire to be heard in this docket must present a statement of fact and law on the issues raised in the Petition, including the applicability of Washington Statutes and Commission rules to those issues, no later than 5:00 p.m., Wednesday, September 28, 2011.
